Is this normal? Look at the family list on the left. Is this how it should look? How many people and pets can live in the same house? Thank you!

That's how it will look. The total number you're allowed is 10. So 8 Sims and 2 pets. There just isn't enough room on the bar for your Sims to be there. It's fine though.

Um, Not to be contradictory, but I thought the most in a house was 8 in total; Eg, 4 sims 4 pets, etc.
Maybe I'm wrong?

The maximum number of Sims + pets in one house is 10. However, no more than 8 Sims in one house and no more than 6 pets in one house.
I ran into this problem generation E.
There were 4 Sims and 2 dogs on the lot originally.
I had one male and one female dog. The female was pregnant. Daine and Chad couldn't even try for baby and I needed a third kid as per alphabet legacy rules.
Turns out Vala (the female dog) had 4 puppies, bringing the total number of Sims and pets up to 10. The maximum number.
It could be like Sims and twins and getting 9 Sims in a house before Pets.
However, they eventually gave two of the dogs away to a sibling of Daine. Bringing the total of Sims and pets down to 8. Daine and Chad were able to try for a baby again.

Thanks Seera. I was playing it more last night and I figured that Kimi had to be right. I have 5 sims and three dogs and both the mom's are pregnant again! LOL
