It might work on Windows 8 but since I do not own Windows 8, it might not. As I do not have Sims Deluxe or the Complete Collection, I can't say if this works for them, but I don't see why not. I doubt they used totally different systems. But I can't promise you they didn't change something.
The Aero Desktop Theme of Windows 7 prevents the installation. This is the theme that lets you preview what's open in the window or program when you hover over it. Something related to that throws the game for a loop and it won't even install.
If you change the theme to Basic, the game installs!
To change it go to Control Panel ---> Appearance and Personalization ---> Personalization
Just change it to one of the Basic and High Contrast Themes and you should be good to go.

Definitely looks impressive. Especially CAS and building. I like how you can move rooms by dragging them and how you can just click on the body part you want to change and it changes instead of being limited to only certain specific body parts.
Not sure how I like the look of the Sims, but Sims 3 had the same impression when I first saw them and I don't have a problem with their looks now that they aren't new. And EA doesn't have a great track record for making good looking Sims. So who knows how much of my mixed feelings is from that vs how they actually look.
Not enough game play to really make a good judgement, but the emotions might be interesting depending on just how they affect things.

Would there be room to show more pictures of uploads? Because I know I wouldn't download a house just based on one picture. Others might, but I'm very picky about the houses I download. But otherwise it looks great to me so far
